Because the ELO includes all relevant EU‑side declaration references, the ENS MRN generated under ICS2 must be inserted into the ELO. Without a valid ENS, the ELO cannot be properly compiled, increasing the risk of delays or diversion into the orange inspection lane upon arrival in France.

What is ELO and ENS ?
ENS: The EU’s Pre‑Arrival Security Filing Under ICS2
The ENS is a mandatory declaration that must be submitted by the haulier before goods enter the EU, enabling customs authorities to perform early safety and security risk assessments. Under ICS2, this declaration must contain detailed cargo and supply‑chain information, including 6‑digit HS codes, accurate product descriptions, consignor/consignee data, and validated EORI numbers. These enhanced requirements improve the EU’s ability to identify high‑risk shipments before they touch EU soil.
ELO: France’s Digital Envelope for Smart Border Crossings
The Enveloppe Logistique Obligatoire (ELO) is a digital logistics envelope used by French Customs to manage border processes for goods passing between the UK and the EU. ELO consolidates all EU‑side customs and regulatory documents into a single barcode that the driver presents at the border. This includes import/export MRNs, transit MRNs, SPS documents, and importantly, the ENS reference itself. ELO becomes mandatory on 20 April 2026 for all loaded and empty trucks crossing the French Smart Border.
ELO allows French authorities to verify in real time that all required declarations have been filed correctly. Once the barcode is scanned at check‑in, no changes to the ELO or its associated declarations can be made, underscoring the need for accurate, complete data before travel.
