ELO becomes mandatory at the French Smart Border in April 2026. Learn what UK traders must do to stay compliant and how Red Kite Customs Clearance can help.

The EU–UK border is about to undergo another significant transformation as French Customs prepares to introduce the Enveloppe Logistique Obligatoire (ELO) as a mandatory requirement for all freight passing through the French Smart Border. From 20 April 2026, every truck — loaded or empty — moving between the UK and the EU via France will need to present a valid ELO barcode to complete border formalities.

What Is the ELO?

ELO is a digital logistics envelope created by the French Directorate General of Customs (DGDDI). Its purpose is to streamline and digitise EU‑side customs checks by consolidating all customs and security documentation into one scannable barcode.

The ELO may include:

Import MRNs
Export MRNs
Transit MRNs
ICS2 ENS filings
SPS or other control documents

Instead of presenting several documents at the border, drivers will show a single ELO barcode. French authorities can instantly verify whether all relevant declarations are complete and compliant.

Each transport unit — whether accompanied or unaccompanied — must have only one ELO, and after the barcode is scanned at check‑in, no changes can be made to the envelope or its declarations.

When Will ELO Become Mandatory?

Although the system has been available voluntarily since spring 2025, ELO becomes mandatory on 20 April 2026 across all RoRo movements at the French Smart Border. [douane.gouv.fr], [customs-link.com]
Any truck arriving without a valid and “closed” ELO risks being diverted into the orange lane, where additional checks or delays may occur.

What This Means for UK Stakeholders ?

The introduction of ELO represents one of the most significant border changes since GVMS and the UK’s transition to post‑Brexit customs controls. Although UK-side requirements such as GMR remain unchanged, the new EU-side obligation requires UK businesses to ensure all declarations feeding into the ELO are correct, aligned, and submitted on time.

This affects:

Exporters
Importers
Hauliers
Freight forwarders
Logistics operators

Early preparation is essential to maintain smooth cross‑border operations.
